Meet Victor

Pomona raised him. Now he's giving it back.

Victor's story starts in Guadalajara, Mexico, but at just 8 months old, his family made Pomona home. He grew up in Pomona Unified School District classrooms, learned the value of hard work as a teenage box boy at a local supermarket, and never left the city that raised him.

At 19, Victor faced cancer — and beat it. That fight reshaped how he sees every day since. He received a second chance at life that he now uses to serve others in his community. It's the reason he ran for City Council, and the reason he shows up early and stays late for District 2.

Today Victor coaches football at Garey High School, mentoring the next generation of young men. He's also a 10-time Los Angeles Marathon finisher, because in Victor's mind, showing up for the long haul isn't optional, whether it's mile 20 or year eight on the Council.

Eight years of results, not promises.

Victor doesn't just campaign on District 2. He shows up for it, year-round.

Every Park, Revitalized

Victor revitalized every park in District 2, including the opening of Pomona's largest playground, a brand-new skate park, new bathroom facilities, and a fully-funded community garden.

CommUnity Pull Ups

Founded the monthly "CommUnity Pull Up" free resource fairs. At the height of COVID, Victor and volunteers delivered groceries to 700+ Pomona families, every single week.

Infrastructure Improvements

Victor spearheaded improvements to streets, sidewalks, and alleys throughout the District, including on Mission Blvd., Phillips Blvd., 6th Street, 7th Street, 9th Street, Linden Street, Park Ave., Hamilton Blvd., and Fremont St.

$200K+ Reinvested Locally

Directed over $100,000 in microgrants to local community programming to fund free and low-cost classes run by neighbors, for neighbors. Leading the Pomona 5K/10K for 10 years and helping raise over $100,000 for youth programs.

$500,000 for Palm Lakes Golf Course

During Victor's tenure, the City secured a $500,000 Measure A grant from Los Angeles County to redesign the Palm Lakes Golf Course.

Looking Ahead

Vision for 2026 and Beyond

Victor's next term builds directly on what's working — with a sharper focus on the fundamentals that keep District 2 affordable, connected, and safe.

Equitable Transportation

Leveraging his seat on the Foothill Transit board to expand reliable, affordable routes that connect District 2 to jobs, schools, and services.

Infrastructure Modernization

Continuing street, sidewalk, and alley improvements across the District, building on repaving already completed throughout the district.

Affordable Housing

Expanding inclusionary housing and first-time homebuyer pathways. District 2 has been leading Pomona in new housing at every affordability level for eight years running.

Youth Mentorship

Deepening the work he lives every fall as a Garey High School football coach — growing partnerships that give District 2 youth mentors, not just programs.
