About Victor
Victor was born in Guadalajara, Mexico. When he was 8 months old, his family moved to Pomona where he has remained the majority of his life. Since he was a kid, he loved and believed in the change that the city can offer. Being a Pomona Unified School District alumn, he has experienced the potential that our children and youth can achieve.
Victor inherited a dedicated, blue-collar work ethic from his father and mother. At the age of 15, Victor got his first job as a box boy at a local supermarket in Pomona where he learned the meaning of hard work, integrity, and reliability. Victor works hard to develop these kinds of opportunities for young adults in Pomona.
In November 2018, Victor was elected Pomona City Councilman for District 2. His priorities as a council member focus on reactivating parks, fostering the arts, reevaluating infrastructure, and ensuring equitable transportation. Through his involvement in the community, he has fostered partnerships to collaborate on creating an inclusive community. He aspires to continue to engage the community with local resources. Victor has worked with local organizations such as DayOne, Latino/a Roundtable, Pomona Valley Democratic Club, the Pomona 5K/10K committee, Pomona PTAs, African American Advisory Alliance, and Pomona’s Promise.
As part of his councilmember duties, Victor sits on a few agency boards, including the Foothill Transit board. During his tenure at Foothill Transit, Victor has made it a point to emphasize accessibility to the community.
In April of 2020, in response to the COVID-19 pandemic, Victor partnered with God’s Pantry to coordinate deliveries of groceries to families in need in Pomona. During the height of the pandemic, Victor and his group of volunteers delivered groceries to nearly 700 Pomona families each week. Victor and the volunteers still continue to deliver groceries to over 350 Pomona families each week.
At the beginning of 2022, Victor and some other community leaders looked for ways to provide more resources to the community. Victor partnered up with various community organizations to organize a monthly “CommUnity Pull Up” in various neighborhoods throughout District 2 and Pomona. These Pull Ups are resource fairs where individuals can obtain groceries, food, haircuts, and many other resources all completely free. The vision behind these resource fairs is to ensure to meet community members where they are, rather than wait for them to come to these resources. Victor continues to partner with God’s Pantry, local gardens, and urban farms to find new ways to provide basic essentials to community.
This year, Victor partnered with City of Pomona Community Services to actively seek out innovative community-based programming to meet the wide variety of needs and interests of Pomona residents in District 2. Victor was able to allocate over $100,000 of the City’s American Rescue Plan for approximately 15 microgrants. They have already awarded many and continue to award organizations with microgrants to support new free and low-cost community classes within District 2.
As a lifelong Pomona resident, Victor wants to continue giving back to the community. His energy, spirit of community, and skill for solving simple and complex problems through collaboration are what make Victor an ideal leader for Pomona.
Victor has a prosperous vision of how Pomona can continue to grow through community engagement, safety, and presence.
